I like Hayward. His main issue is that he's good at a lot of things but not really elite at any one thing. Obviously not a #1, but definitely good enough to be a really important piece on a championship team, imo. To answer the OP's question I do think he's a max player because the market has shown us that you don't have to a legit #1 to warrant the max. There's guys that are worse than Hayward making the max.

He is half the talent that Kawhi is, but I think he is being sold short here. He is a max on a middle team for sure. That jazz team healthy is a playoff team.
Rudy Gobert is close to max though I reckon, based on potential.
That Jazz team unhealthy (like this year) already is a playoff team and above teams like OKC and MEM
You have to think, there's about 60-90 max player slots available in the league. Hayward may not be a top 10 player, but he's definitely a max player.
Unfortunately, only 5-10 teams in the league can use the max on a top 10 player.
