Just ask her out for dinner at one of these restaurant chains. Nothing too fancy. Leave it all up to her whether she'd rather be picked up or just meet you there. Have dinner. Then maybe a drink or two at the bar. I'm not too sure how old you are. If not the bar, bring up a movie or coffee after dinner.

You say she's a friend of yours, so why don't you just try having a good ol' fashioned convo with her? Let her know you're interested in her in that way. Worked for me in high school. Remember that actions speak louder than words. Flirt with her both verbally and physically. Poke her, tickle her, whatever man. Do what feels natural, and don't be nervous. Visualize what kind of person you want to project to her and go for it.
