    What other costumes would justify shooting the child? Casper the Ghost could easily startle a police officer so that's an easy one but what about say a Justin Bieber costume? Shoot or don't shoot?
    I'd say that any costume that had the potential for violence. And really, how does the cop even know that it's a child in the costume? If I was a midget and wanted to get the drop on a cop, I'd dress up like a princess.
    So...in light of that, anything small and rushing out the door is fair game. Especially if they're in a costume.

    You're not even taking consideration that the homeowners might have hated the dog and let it out on purpose. So the dog gets shot and they can sue over it.

    The householder may like BBC or small bc and be having an affair with the cop.
    They may have schemed to get money in a lawsuit vs the city. This is Florida after all.
