What is OP going on about now?
No idea. Seems to be a fresh trolling attempt, and a boring one at that.

Rainfall rates that used for floodplain determinations and in general for hydraulic will increase soon. It based on recent huge rainfall rates. Those flood plains are goi g to get bigger and the cost of drainage infrastructure is going to be more costly.
The change in rainfall rates for design are kind of limited to the coast to north of Austin area.
    The panhandle stays the same.

Post-Hurricane Harvey, NASA tried to fly a pollution-spotting plane over Houston. The EPA said no

rescue crews and residents complained of burning throats, nausea and dizziness

Fifteen hundred miles west in the high desert city of Palmdale,

NASA scientists were preparing to fly a DC-8, equipped with the world’s most sophisticated air samplers over the hurricane zone to monitor pollution levels.

The mission never got off the ground.

Both the state of Texas and the EPA told the scientists to stay away.
