I recall an interview with Stern in which he laid out how the league looks at compe iveness from a marketing perspective. He said something to the effect that the 'king of the mountain' approach worked best, where there was one dominant team and every season the 'story' was about who could knock them off.
What's remarkable about the NBA is that in the modern day and age, a small-market team with the right people can repeat what the Green Bay Packers under Vince Lombardi accomplished in the 1960's, or what the Edmonton Oilers did in the 1980's.
In no other pro sport is that possible.
