What possible educational or public information duty is fulfilled by the FBI Records Vault posting this without introduction or historical context, even after people complained?

From what I've seen they do that all the time, apparently in response to FOIA requests. That's where TSA got his pizza symbols IIRC. Sure gives a veneer of legitimacy to conspiracy types.
