I don't know everything the Canadians know about the border issues. I'd be curious to know why they're spending $1.5 billion to stop the flow of 43 pounds of fentanyl. Asking me isn't going to get you an answer, other than to say, I don't think the 43 pounds of fentanyl (you keep harping on) is the only reason Canada is preparing to spend $1.5 billion on border security.
