At the time of publication, the U.S. State Department had not responded to a request from this newspaper for confirmation as to whether Ortiz has been transferred to a prison. Born in Venezuela, Ortiz obtained U.S. citizenship and served in Iraq. He was sentenced in Venezuela in January 2024 to 30 years in prison for killing three people in Madrid in 2016. After committing the crime, he escaped to his home country, where he was arrested in 2018.
