Galactus made Silver Surfer as a hearlad to seek out planets and grew fond of Earth so when Galactus tried to taking Earth he rebeled and asked the FF for help, I don't remember how, but Reed Richards somehow got ahold of a weapon (via Doctor Doom) that could hold Galactus powers at bay it was called the Ultimate Nullifer so in fear Galactus struck a deal with FF and Silver Surfer to not consume planets of Sentient Life Beings who were intelligent.
