first of all: LBJ not only created and pushed through the legislation, it is well know that there just happened to be more republicans in congress at that time, and that the DIXIcrats within the democratic party (aka souther democrats) broke with the party and joined the republican party immidatly following the civil rights act, and the liberal republicans that supported the bill left the republican party and joined the democratic party.
