I've read the article twice and saw edited clips last night on Scarborough Country. He said one thing that I can think of as racist: 'new orleans needs to stay black and should always be black' i saw that on S.C.
That definitely sounded racist. But the whole business about caring for blacks and ending black crime and griping about katrina's cleanup seems legit to me.

So what? I think Ray Nagin has said a lot of things in the heat of the moment. There will probably be more remarks that we think are off the wall before his city returns to normal, if it ever does.
He's not the first to say that Hurricane Katrina is "God's wrath" or "God's revenge".
Some rabbi in Israel said it was God's retribution for the pullout in the Gaza Strip! That was said right after the hurricane. And our own ( :throwupsp) Pat Robertson said it was (and I quote), "God’s way of expressing its anger at the Academy of Television Arts and Sciences for its selection of Ellen Degeneres to host this year’s Emmy Awards."
I heard many reports of so-called "religious leaders" of various faiths saying that Katrina struck New Orleans because it was an "evil city".
I think Ray Nagin's take is pretty mild compared to some. Generally speaking, I do not agree with him, but, considering what he's been through in the last 4 1/2 months, I think he's allowed a rant.
