    The previous ownership group absolutely ed up the opportunity to get what ended up being the Texans. It makes sense to go public and say you want two teams when you probably deserve none, because you might have a chance at actually getting one. Even if a small percentage of people in that area want a pro football team that's closer than San Diego, that amounts to a bigger fan base than 2/3 of the existing teams.
