how does this lottery go? so if there are 15 guys 10 are lottery picks, so teams with the top10 picks have to pick either one of the 10 lottery guys? cant they just go and draft sumone who is not even known?

The lottery is the draft area for all of the teams that didn't make the playoffs (14 teams). You can pick anyone. There are no "lottery picks" until the players are actually drafted, but many would like you to think that they know who will be drafted in the lottery area, and they will CALL them lottery picks before the draft.
