To answer some questions, last season we used Sportsline for the $250 league. 12 teams played. We paid out $100 each week (14 week season) to the high points of that week. Then in the end: 1st place: $1000, 2nd: $400, 3rd: $125, 4th: $75. So $3000 total paid out.
In the lower money leagues and free leagues, we just normally use Yahoo.
Rules are pretty standard, but far before the draft I post the guidelines in a thread then people can come in and make suggestions. Then anything that is debated will be voted on in a chat room meeting by all the participants.
All money will be due two weeks prior to the draft.
This thread is just for me to get a general idea of how many people want to play, so that I can see how many leagues we have to set up.
And Horryfor3, I'll see if LJ wants to set up a dynasty league. If so, they'll be a $50 Dynasty League in addition to these other leagues.

Well that's how it's been in prior years. Closer to the season, a bunch more times open up.

CBS Sportsline runs good fantasy leagues where you can act as commissioner. All you do is pay a one time fee of around $149 or $129 if you pay for the league early and they keep stats and run waivers and trades. You can even have a live draft party where you put up a draft board (They will also send the draft board and player stickers) and draft live in person if you want to go that route. Maybe for the bigger money league ($250 league) this would be a good idea.
You can also set up your own scoring system and playoff structure in the CBS Sportsline leagues. And I like how they make accessable all player rosters in an easy to see format. I've never tried yahoo leagues but have been happy with the CBS format.
The $149 or $129 if you enter early can be split amongst all the owners then the rest of the money is paid out as cash prizes. Not bad at all.

To answer a few people's question, one of the $50 leagues will be dynasty. Please only play in the dynasty league if you plan on continuing after this season.
So there's a $250 league, a $50 league, as many $15 leagues as we need, plus a $50 dynasty league.
Then there's as many free leagues as people want to play.
