Is this a joke, or are you really so delusional that you thought someone would know this obscure person and tell you exactly where they are? Regardless of any statute of limitations you need to contact the police - most sexual offenders are repeat offenders, and they can probably use your friend's experience in a case against the guy for more recent charges if there are any.
Anyways, call the police, they're far more likely to actually be able to help. If you're bent on personal retribution, then call a PI or do an internet search.
