there arent enough 3's to make me think that there is any other number with a 3... 13, 23 whatever...

21 is most likely a vowel because it appears pretty often... so does 25...

That was horrible to decode without proper spacing, no cheapo freeware program could decode it. Time for the pencil and paper.
