That's what I do. Sometimes it changes and sometimes not.
You can try this.
If you have a router, bypass it and connect a PC directly to your cable modem/DSL.
Restart (you don't have to but it could help).
Now you have an direct IP address instead of an internal address issued by the router.
Click Start, Run and type CMD and hit enter.
At the command prompt, type the IPCONFIG /release.
When your address releases, immediately power off your cable modem.
Wait a while and reconnect and repower everything back up.
Not a guarantee but very likely to issue you a new address. The longer you wait to power everything up the more likely it works.

if u worried about the law, they'll still get u through ur ISP.
