It's so Stern can protect his rule, but how ridiculous would he look if the instigator of the whole mess got the same exact punishment as 2 guys who left the bench but returned without ever talking, pushing, or getting near Horry.

Robert Horry's foul had precisely zero to do with the fact that Amare and Diaw didn't know the rules enough not to leave the bench. It's re ed to imply otherwise. Separate infractions, separate rules, separate punishments. Guys don't get suspended for fouls like that. It wasn't even close to a flagrant 2.
