Actually campaigns would then just campaign in the most populous cities and states because the "swing" factor of less populous areas is insignificant.
Either way works. Candidates only campaign a few select swing states in any system. Theoretically a representative vote and a popular vote should yield the same result, but the problem with a representative vote is something the foundinf fathers did not forsee, party loyalty overriding what the cons uancy wants. As long as they throw in enough pork, they still get re-elected.
