Truer words have never been spoken. It's better for the people of NO for it to be a 2, but people still die in 2s, 1s, and even tropical storms. There's nothing "harmless" about any of them.
A tropical depression skipped over the Texas coast and stalled over Laredo a few years ago. Ask anyone who lost loved ones and/or homes how dangerous a Cat 2 hurricane is...

Water is splashing over the Industrial Street Canal, and CNN is reporting a breach of a canal in the 9th ward. Said the water has breached at the base of the levee and flooding is occurring.
The big problem now is if the water erodes the base then the levee is bound to cave in sooner or later, and when it does that whole area is going to flood again.
Haven't the levees been reinforced or something? I mean, after Katrina, one would think they would be.
About 20% completed. It's a rather extensive project that wasn't expected to be finished until 2011.

But the levee over by the 9th ward that they are reporting a breach of stands at 14'. If that craters, you've got 14' of water pouring into the lower 9th ward.
They had reinforced several of the levees but weren't done with everything yet.

Grand Isle, La. reported completely underwater from surge.
Its just damn sad to think a city like New Orleans, with so much history, is in danger of being destroyed. After Katrina, it was really something to see how people united to rebuild it.
