The grand jury report said the money, which was supposed to be used to provide health insurance for poor children, was instead hastily passed through multiple organizations before eventually landing in the bank accounts of two political action committees and the Republican Party of Florida. Those funds were then used in 2024 to defeat Amendment 3, the citizen initiative to legalize marijuana in Florida.
"Despite our finding that the money was misappropriated, we find insufficient evidence to charge anyone criminally," the report concluded.
"Nobody will take responsibility for deciding the $10 million of taxpayer money would go to Hope Florida… or had any memory of who made it."
"We recognize that this would be an impediment to criminal prosecution," the report noted. "While we can't prove who is responsible, we can plainly see that taxpayer money was misused for political purposes and we would like to see changes made to prevent this from happening again."

Thomas Ross, who won the Republican nomination for Missouri’s 161st House District by only 32 votes, was charged Wednesday with conspiracy to distribute a controlled substance.
A criminal complaint filed Wednesday in U.S. District Court for the Western District of Missouri alleges Ross spent weeks discussing a plan to plant the drugs on Louise Secker, his opponent in the Aug. 4 Republican primary.
Ross’ former campaign manager reported the alleged plot to the Joplin Police Department on July 30, according to a probable cause statement by FBI Special Agent Brandon Bernhardt.
The former campaign manager provided Joplin police with a nylon glove containing a plastic bag of white powder that tested positive for cocaine and a pink and white pill identified as Adderall, Bernhardt wrote.

Bevin was reportedly arrested while playing an extra on the set of a Christian film production there.
The former governor had an active bench warrant against him in Jefferson County, where a judge found him in contempt of court for not turning over required financial do ents to the court in his divorce and child support case.
The sheriff’s office did not immediately return a request for comment.
