With only 4-6 teams though you're gonna get blue blood only schools like 99% of the time.

8 conferences, each with two 8-team divisions. only 128 teams allowed in I-A, the rest should be in I-AA (get rid of FBS/FCS terminology, its stupid)
each team gets
7 games within division
2 or 4 games against opposing division
2 or 4 OOC games
division winners play each other for the conference
conference winners in an 8 team playoff
the most deserving team will always win in the end. if you cant win your division or conference then you shouldn't be in the playoffs
