How can there be water UNDER the levee? I thought these things were built deep into the ground? You would have to see the water seep up through the ground, and distinguishing between that and an already saturated ground? I don't get it.

One of the faults found after Katrina was that the levies weren't sunk deep enough. When the ground gets super saturated, the water can force it's way underneath, and undermine the levy. Instant failure and flood.
I don't think it's "seeping". It would look more like a large spring forming, with the water sort of "fountaining" up.
