I was in the DFW area over the weekend (already had the trip planned) and it looked like they got more rain than than San Antonio did. SA looks just as dry as when I left it.
I have some family in the Houston/Sugarland area though that my parents have not been able to reach in a couple days. Hopefully everyone is okay.
Actually, the homeless have the best chance of surviving something like this. When they first become submerged, the homeless join together using their jaws and sticky pads on their legs, according to a study in the Proceedings of National Academy of Sciences. Each bunch can contain several homeless people. The ones at the bottom regularly switch out with the ones on the top, so (almost) none of the homeless stay under long enough to drown. The most valuable members of the group are pushed to the top and center for safe keeping, while a few unlucky individuals get permanently pressed to the edge of the ball by their neighbors. If one part of the newly mobile bunch is disturbed, other homeless people will move to fix the gap. These living rafts can stay together for days, or as long as it takes to reach a tree or dry land.

And you know the sanitary conditions are going to be horrible. The sewage system is flooded along with everything else and getting people clean food/water is going to be a problem.
