For 5'4, you would have to be at 146 punds to be overweight

Don't rely on a scale number. It's just a number.
Hit the weights. Best thing you can do to change your shape. And no, you won't get bulky.

BMI is a joke, it's not any more useful than weight guidelines.
A woman with an extremely slight frame could be overweight at 5'-4" & 125. A woman with a larger frame could be "underweight" at the same figures. They are only guidelines, and pretty sorry ones at that.

According to the BMI My 5'4 165 husband is overweight with a BMI of 28.3.
and yet I can barely find enough body fat on him to pinch between 2 fingers.
and believe me, I've tried. Nothing on him jiggles.
the BMI calcualtor gives me a BMI of 24.2 - just inside normal. But being preggo i'm definatly a bit larger than normal.
so the BMI is a worthless piece o' crap.

The only thing the wife could do with hers was rest a Diet Coke on one after she delivered our son and they went way out of control.
Last time I had my bodyfat measured (some years ago), it was at 21.8. I weighed 140 then. Now, if somebody looked at the numbers - 140 lbs at 5'4" - they would have assumed I was fat. That's actually a healthy weight for me (heaven help me get back there soon)
Regardless of the flaws of BMI, it's fairly certain that someone with a 21 BMI is not overweight. You can be out of shape, but not overweight. BMI typically OVER-measures obesity.
I loved getting my milatary id. and drivers liscense.
With those, you can put down whatever weight you want and no one challenges you on it.
