Qatar right now (and most likely in 2022) is around 113 FIFA ranking. So because of these FIFA idiots, one deserved country will not make it in order to accommodate the host country.
Air conditioned solar powered stadiums, able to be broken down and donated to needy countries. I'll believe that when I see it.
Dont forget to account for "global warming", by al gore standards in 2022 the average temp for Qatar should be up 10-15 degrees

Some Asian countries's leagues have expanded a lot, so those stadiums can be used after the WC for a bigger Qatari league (of course, not all of them)
