It's a good offensive move against slower defenders that try to crowd the offensive player and can't move their feet. They just banned from players throwing up a bull shot after getting fouled because Kobe would go to the line every other possession.

Only reason he does it so often is because players can't play off of him because he'll just launch a jumpshot that usually goes in and they can't play straight up D because he's so long and quick that he'll just blow by them on his first step; so they try to crowd his space so he has no room to put the ball on the floor or shoot a shot. It's a dirty defensive tactic that leads to an exploitative offensive tactic.
