Something to consider when looking at the stats in regards to 3pt shooting:
The NBA experimented with a shorter 3pt line (22ft, instead of today's 23 ft, 9 inches) from 1994-1997 to help the low shooting % as a result of the 90's grind it out/iso ball. Shooting stats from those 3 seasons need to somehow be adjusted to take that into account...
Just so we're clear though, Ellis played for Denver during those 3 seasons with a shorter line. He was a Spur from 92-94, and averaged around 16ppg on 49% shooting with 40% from 3. Respectable numbers for a #3 scorer in his first season and the #2 scorer his 2nd season (DRob's scoring le year). He was a guy that scored off screen plays (kinda like Ray Allen most of his career) and kickouts on DRob double teams.
He's up there in the Top 3 for sure, but not sure if he beats out guys like Finley or Kerr. Of those 3, Finley was the most capable of getting his own shot, although he didn't do it much anymore once the Spurs got him.
He only played because Parker was out. Pop lucked into that one because he would never have thought of playing Kerr otherwise.

You all have obviously forgot about Steve Smith. I'll also throw Mario Elie and Johnny Dawkins in there.
Dale Ellis was about as money as it gets.
best big-time shooter: Robert Horry, with manu coming as a remote 2nd place.
You obviously don't know about the Spurs and their legendary scoring droughts.
Steve Kerr but he hardly got time here. Elliott had a nice shot from deep. Barry as far as a pure shooter though, loved him! Would love to have him back here again (Not at this age obviously).
Manu...before the injury bug hit back a few years ago. He had a wide range of shots and wasn't limited to just jacking up 3's. ah man, I'm going to be ill.. He used to be so friggin great.
I love Manu but I hate the jump shooting Manu who jacks up stupid threes.
How can anyone argue against Ice? Gervin was by far the best, it's no contest!
