no where in the nba cba rule book says any owner should hand out max contracts to scrubs,

it will hurt the product if u put out a ty roster that qualifies the minimum needed to spend for a roster, but nobody/owner will give that owner ...

look at jordan last few seasons b4 he decided to spend...nobody gave him any
