See, there's this thing called a "budget."
In a publicly-funded election, a candidate would have a certain amount of public money earmarked to spend on his campaign. In all likelihood, he would still be able to collect small private donations from supporters. When put together, that's his "budget."
His campaign team would take this "budget" and plan out how that money would be spent in the most strategic way to influence voters to choose their candidate. They do this by negotiating "costs." Since they know the election date is November 4th, they can create a strategic plan to maximize the impact of their spend over time until Election Day.
If they "run out of money" as you say, they probably didn't do a good job of planning out their costs. In all likelihood, someone probably made an error in calculating costs. So that person would probably be fired, and the rest of the team would need to rally to collect more private donations in order to make up for the error.

Bernie is asking for campaign finance reform, and the Repugs, as long as they control Congress, will block ANY reform.
Bernie really is stupid. Someone voluntarily giving money to a campaign is not "legalized bribery." He, on the other hand, wants the taxpayer to be forced by the state to subsidize his campaign whether they support him or not, which is immoral.
