Nice is ambiguous. When people are talking about how nice a neighborhood or area is they scale it according to economic development. The nicest neighborhoods being where the wealthy people are.

When you drive across Kentucky, you're not looking at neighborhoods. When you say "Utah is nice" do you mean it has nice homes? If I say "Boulder Colorado is nice" am I referring to the houses?.
