What's statistically meaningful to you? You cannot reduce shootings in the past, only ones in the future. What number is acceptable that's not "fewer than would be otherwise".

The whole point is to reduce these mass shooting to fewer than they would be otherwise. Regarding what number is acceptable to me...well I would most likely defer to the judgement of professional statisticians, perhaps working in law enforcement like the FBI, who could compile data and do analysis to conclude on what would be "statistically meaningful" decreases relative to my pretty modest proposals. If what they came up with seemed reasonable, then I would agree.

Thus my point - if you want Japan level results you need Japan level ingredients. Just regulating guns doesn't resolve the issue to that level. Maybe don't use starkly different countries as a comparison if you don't want starkly different conditions.

That's your opinion, and I think it's wrong. You can argue that based on our culture, it might not be as effective, but that doesn't mean it would be less effective than what we have now.
