Sec. 10. QUORUM; ADJOURNMENTS FROM DAY TO DAY; COMPELLING ATTENDANCE. Two-thirds of each House shall cons ute a quorum to do business, but a smaller number may adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each House may provide. TEX. CONST. art. 3, §10 .
The plain language is clear: a member may be compelled by the Sergeant-at-Arms to attend a legislative session if he or she is physically absent, but no such power is conferred on the Legislature to arrest or otherwise compel a member who is currently present (and not absent) to stay.
