I looked at a story about that. Burj al Arab, which is in Dubai and looks like this:
labelled itself a 7-star hotel at one point. Another story says that they advertise as a 5-star hotel these days. No rooms, only suites. Worst accommodations run $1,000/night U.S. They apparently won't allow you to enter the hotel unless you're a guest or have made reservations for tea or dinner.
