The only reason to think that Finley gets punched in the junk is because of Finley's reaction. Unless Finley had a crotch cam during the game, Terry is safe from even a fine.

Even with that said crotch cam, it looks like to me that Terry was just trying to get up. Finley's junk was over his head and behind him. How was he going to reach back and punch the twins?
