I think Tim does need to be more vocal. Yes you can often lead by example but not all the time. The few times I've seen Duncan really out his teammates, they've responded really well. The problem is, the Spurs don't have a guy who will kick some ass and rally the troops when they're playing poorly. The Spurs usually need Pop to go Serbian on them before they get it together and frankly, it sucks.
What kind of message does Tim send to his teammates when he hangs his head and/or whines when the chips are down? Unacceptable.
Pop is the only person in the organization who can call out Tim. There is no Avery Johnson type player on this team that demands respect from the other players on the team. Finley and Horry are the closest things to that, but they haven't played well enough to say anything.
The thing is though that Pop did go off on Duncan after the Bucks game and even called him out in the media. There is only so much Pop can do to Tim. There comes a time where Duncan just has to forget about the refs and just play basketball.
He made his name in the league being the silent assassian. Now he's worse than any player in the league as far as whining goes. I wouldn't mind if he argued for a call here or there, but not every other time up the court.
It's gotten to the point that the refs don't even listen to him anymore. He's just hurting himself and the team by acting like a whiner out there.
I would say more like inconsistent. In fact, his first few years in the league he was anything but weak.

Your second paragraph addresses the issue precisely. If he would just stop doing that, 95% of the problem would be solved.

A in MEN! I was thinking about this during the game today. I loved the fact that back in the day, night in night out, Tim could care less about anything but winning. Now it seems like every game he's usually staring down the refs for some calls. Come on son lets take it back to the fundamentals baby.
