In Guyana you can't have same sex, sex, at all. But a guy can get all the 14 year-old female tail he wants.

I have to admit, though, that the 14,15,16 year old kids we know are far too young to be having sex, and far too vulnerable to older influence. I'm glad the legal age of consent is 18 here.

We need to remember that a relationship between a 22-year-old male and a 16-year old female is not uncommon at all over the history of mankind. Indeed, it was only recently when it became somewhat taboo (or illegal) in the West. I'm not sure about East Asia or Latin America, but I know for sure that such arrangements are still everyday occurences in Africa and the Middle East. They are, invariably, done in the context of marriage and with the girl's family having the ability to either arrange the marriage, or at least bless it. Soo ... IF and only if it is in the context of marriage, then I would be okay with it.
I imagine, however, that most of you are looking at it from the vantage of whether it is okay for a 22-year-old to casually hook-up (or have a non-marital sexual relationship) with a younger girl. To that, I would say no.
