Unfortunately most of the people I've talked to - especially graphic artists - have confirmed that no such software exists. What you're trying to do is work with pixels that aren't there.

how do people (whomever the people are, lol) make older movies that were shot before HD and whatever look clearer and better now. for instance, i have HBO HD and older movies from the 80's that used to look like garbage almost look like HD...better than DVD quality, imo. so was the original feed this quality and only now do we care enough or have the cheaper technology to make them look better at home? even the 50's movies look tons better. whats the case?

The older movies were shot at above HD resolutions (on the old cellulose films). That's why they're directly transferrable to HD still using the original prints. They aren't upscaled at all.
Newer movies recorded in digital are stuck on the other hand (Once Upon A Time In Mexico) unless they were recorded at HD level (doubt it).
