It's a lazy way. They need to examine people's cases on a case-by-case basis and the money needs to go where it's needed, not just poured out from a C130 drop over the country.
Kind of hard to benefit from a break in payroll taxes when you are laid off.

They have the data, the problem is that it's not politically expedient.
They could just choose to assist only those who sent in an AGI of 60k or less, but then you'll have Fox News yelling 'class warfare' left and right.
$1,000 wouldn't change my life at all. I highly doubt it would change anyone's life on this forum. It's not like toilet paper is going to magically appear in the stores if you have $1,000. We have systems in place to deal with unemployment. The money should go to states to support these outbreaks.
I think they will need to be bailed out, right along with the airlines. Every single one of their customers is going to go s up, and cancel/delay orders.
Not sure how much their share price has been hammered to yet.

It wouldn't make or break many of us, but it would undeniably help. Also, if we're talking about economic impact, putting 'free' money on people's wallets is one way to stimulate the economy. I mean, people still order online, etc.

The vast majority of people in the country that are in the lower income brackets, are going to almost certainly 100% spend every penny on bills and other needs.

Talk about a multiplier effect. it, borrow a couple of trillion at -.5% and use that to let regular people get a taste of what the ing bankers get. I would love to borrow money at -.5%. Just sayin.
It's not really a messaging problem. There are actual, impactful differences between a payroll tax break and direct cash. ie: as we were saying, unemployed don't get access to the former, which, arguably have a bigger need than those employed.
There's a fine line, however. If this prolongs, there will be scarcity. That brings inflation, and you don't want to stoke that flame.
Especially since this administration has been living off the government credit card way before this crisis.

$1000 can do a lot for a family that lives paycheck to paycheck to make rent and is suddenly out of work
& I agree with your "Why not do both?" challenge. Keep as many American (whole) as long as possible.
& have these industries state their last 10 year profits during this sustained growth period. Get the bottom line, seal a (small) profit & guarantee your employees a (good) portion of their income before Corona while they shelter at home. Those industries won't do that though. They'll hoard as (we) hoard toilet paper & bottled water. It's human nature.
I would argue a more fair assessment is Jan 1 of the year following inauguration as the endpoints.

Suspend banks from collecting on loans so no rents, mortgages or any loans have to be paid for at least 3 months.
