Yeah it is. But actually, the Spurs can still finish 2nd or 3rd. They need to win the division to get 2nd, but even a non-division winner can be 3rd.

It used to be that division winners were seeded 1-3, but then they changed it to allow one non-division winner a place in the top 3 (if they have a better record than a division winner). But this year, that's not even good enough, because now we have three non-division winners that are better than the Blazers (those being the Grizzlies, Clippers, and Spurs).
