Technically, Elon is doing neither. He is merely recommending actions, based on his audits, and agency heads are doing the firing and turning off the spigots, at the behest of the President of the United States of America. The Executive. The person responsible for everything every agency does.

Anyone else notice the entire Trump administration is not breaking a sweat, while the like of Schumer, Warren, AOC, Maxine, et. al. run around screaming cons utional crisis, Orange Man Bad, coup, and so forth.
