As usual, you're bang on. I hear so many people talking about "the talent on this team". What talent? PER isn't everything, it can't account for intangibles like: timely defensive rotations, passes that lead to the assist pass, moving well without the ball, etc., but it is telling and Jefferson's PER is in the 12 range. The league average? 15. He's just not a very talented player anymore (even at his peak, I always found him overrated) and it's not like he's Bowen and you can say he does things that don't show up in the stat sheet because he doesn't.
Hill and Blair, no complaints there, but when (at least at this point in their respective careers) they're your 4th and either 5th or 6th best players, you're not going anywhere. Look at the contenders, none of them would have them as top 5 players.
