Yes the fans are supposed to vote on who they think are the best players in the NBA to make the all-star game. I know China like to put Yao in and occasionally HOF players get put in at the end of their career even if they don't deserve it.

Mr. E played all his years of basketball alongside an all-star (steve at first and T-Mac later, both underachievers & jinxed by him), and still failed to get past the 1st round every year until the year 2009 IIRC. the very next year he didn't play not a minute of the game while getting paid 17m, and this past season he got paid 18m for only a handful of 24-min games played.
