While I agree about putting our tax dollars to help ourselves first, what normally happens is the government funds either a company or university project, then they turn around and claim the patents on them.
But even if a company would license tech from the government, the government just can't force the licensees to sell stuff at below market value (well, they could, but I doubt there would be any takers). For example, oil is much more expensive in Europe. A company simply won'tput Amurica first
, they'll sell their product to the highest bidder (ie: Europe). Companies have a fiduciary duty to their shareholders. They don't give a about the country.
