I'd kill someone stealing my if he is in my house, because the cops sure don't give a and aren't going to do anything to get my property back. When people I know have been robbed the police are completely useless. They only care about tickets and drugs.

What it does tell us is that when the crime was instigated, she was not on her property. Her home security system alerted her to the crime. She then called the police. Rather than letting the police respond, she "rushed" to her property, where the suspect was apparently fleeing. When she killed him, it is not specified whether she was on her property or not, and says that the suspect was trying to run away.
