I would rank it #3, after Bush Sr and Clinton since the 90s (my #1 and #2, although there's a fairly wide gap between those two). Can't really comment before that, as I didn't live long enough in the US prior to that.
Positives:
- He turned around the economy after receiving a disaster, even after receiving extreme criticism for the methods (which ended up working out)
- He was a charismatic leader, savvy politically, who knew which buttons to press to get his electorate to come out and vote for him (fatal flaw in Shillary)
- He tried to strike a balance on immigration, deporting record number of illegal immigrants, while at the same time trying to address DACA, largely due to Congress inaction.
Negatives:
All those listed before plus...
- His was economically a center-right government despite the rhetoric. He was basically Goldman Sachs' .
Again, just off the top of my head. There's obviously a lot that goes on in 8 years to get to the nitty gritty of it all.
Overall, I think it was a negative. We ended up in more wars, he had a great opportunity to actually reshape healthcare for the better and completely fumbled. Even when he had control of Congress, he was largely ineffectual.
Now, obviously, negative doesn't mean disastrous either. Certain issues weight more than others.
Just my opinion. It's pretty much in line with my comments about his presidency at the time.
