Somehow, the NFL and MLB and most college sports know how to say "tip-off / kickoff at this time" and it's on-time. Golf and tennis have it down to the minute. How do you think they do it?
Expecting an NBA game to end "on-time" doesn't happen, and there is no reason for a game to start being broadcast 30-45 minutes after its scheduled time.
