It has more to do with our sports calender than anything else. The MLS would be competing head to head with the NBA, NHL, and NFL if they were on the FIFA calender. When the league started that would not have worked.
There's also the fact that our teams travel FAR more than European league teams and the weather tends to be worse for them during the winter months. I don't see the MLS switching to a FIFA calender anytime soon because of those things.
FIFA has nothing to do with winter games, plenty euro countries play through summer (scandinavia, russia...) because of harsh winters
