The chance of catching HIV from an infected partner during unprotected vaginal intercoourse is 1% . Condoms are 99% effective when used correctly. I am not a math whiz, but the chances of transferring HIV while wearing a condom seem extremly low. I still think that condoms are the best answer out there. THe government in most African countries is also a huge obsticale in this issue. The president of South Africa (which is one of the richest Countries in Africa) publicly states that AIDS simply does not exist.

I think that the government of each African Country should make the HIV/AIDS problem a priority and go from there, with condoms and sex education (not abstinance, because it's just not gonna happen) as being the solution.
