    i dont have to look it up. it means on its face. It creates a presumption. But it is rebuttable. Conclusive evidence is not rebuttable.

    You could rebut a valid certification of live birth. You cant rebut a valid birth certificate.
    ..its conclusive. You can only attack its authenticity.

    If eligibility comes into question, our elected officials should be more than happen to piss in the bottle. We the public should be more than justified in asking for the piss test, and waiting on the results. And they should provide it with a smile.

    And if you claim the burden is on the taxpayer to prove ineligibility (which only a brainwashed sheep would do), then you your argument harder, because the public has no acces to this do ent, and Obama and the govt do. Burden on them again. Let he with access be made to prove the matter.

    And by your argument, public policy would be undermined completely, because govt officials could game the system all day every day.

    In court, a judge is bound in certain cirumstances to instruct the jury that it MUST find certain facts as true. That is conclusive evidence.
